once the temp started to drop I suddenly got a rough idle and a really bad shutter when I'm driving above 40mph and it drops to ~1500rpms on the downshift (not really a specific rpm but runs between 1200 and 1800 or so). If it starts to shutter I can let off the throttle and then get on it again and it will go away, til it down shifts again and the process restarts. I know my egr is messed up because last winter the check engine light came on, had it check out mechanic said the wires for the egr melted and fused together, but from the last 12 months i've had no issue with it and the check engine light isn't always on (comes on randomly, I turn off the jeep, turn on and light is gone, most days I never get a check engine light, only long drives or when it's freezing a** cold).

A messed up EGR or anything to do with it coming on prematurely will cause a lean condition or skip/shutter.
Disconnect  the EGR temporarily and note if shutter is gone, it should also cause the CEL to come on.
Has the battery been disconnected within the last 50 cycles of the key? if so code 12 should show up every time the CEL comes on because of the egr issue.

What's the best way to disconnect the egr?

This is a v8 i presume? , 4.0s do not have an egr.
Unplug the electrical connector to the EGR while it is not running.
If there is a vac hose going to it, remove it at the egr and plug the hose.

Haha yes 5.2 the 5.9 was obd2 so no egr obviously. I'll have to try that and see what happena. Egr is in a shotty place on the back of the motor by bell housing lol
