Don't worry about not having a soft top. There will be plenty of YJ/TJ/JK's with hardtops and also plenty of XJ/ZJ/WK's that don't even have a top that can be removed haha it's really just a big jeep meetup but it's known as go topless day because it's held one of hte first nice weekends in the spring

You can keep the top on and still attend, the weekend is simply an excuse for Jeeps to get together

hopefully you're not looking for them to be in the same device
CB radios from RightChannelRadios.com
Scanner... let's chat. What are you looking to listen to? Any specific towns? There are two big options with scanners, the latter of which can cost a pretty penny to invest in. Analog scanners working on a UHF signal are pretty cheap- the one I have in the Jeep cost about $100 and does a good job with the majority of police/fire channels. They're available in desktop/install units (alike a normal CB) and handheld units. The expensive scanners are digital, and have what's called P25 scanning abilities, digital trunking, etc. That basically means they can read an encrypted signal, which some local Police Departments are moving towards. Seems that most local Fire stations will stay analog for now.
The best way to know which one to buy is to have an idea as to what you're looking to listen to. From there, you can figure out pretty simply if you want to buy a great $100 scanner or a $450-600 scanner that takes a lot more than a few button presses to program.
