I know where there are power lines that are pretty rugged and wide open to the street, but again I can't speak to the legality of this, so I'm not sure it's wise.

You won't need to air down much at all. And if you even decide to, there's a set of gas stations 4-5 miles off the trail head.

I've never aired down.
Considered it once or twice. What type of terrain does it help in? I imagine loose rocky, but maybe I'm wrong?

Alright, Leave-No-Trace spiel here.
You should *technically* always air down, as it creates a larger footprint for your tire giving you a better grip and creating less wear & tear on the trail.
Obviously, this is not always the practical thing, but if it's easy enough to do, it's worth it, even if you only air down part-way. You'll get a benefit in the level of bouncing alone, ha ha.
In terms of when it's most beneficial, anytime you'll need a larger contact patch with the ground, or when you'll be trying to go over rocks/ledges that you'd like your tire to wrap around instead of bouncing off.
